Josh Downey CPESC, CISEC, MS-RECM

A Colorado native and graduate of the University of Denver where he received his BS - Environmental Science, BA - Philosophy and later an MS - Real Estate and Construction Management. Josh Downey is an avid skier, outdoorsman, and cherishes the great natural landscapes of his state. As an industry professional, he understands the need for balance between sustainable development and environmental compliance. One of Colorado’s leading erosion and sediment control experts, Josh started his career in 2000 with CTL/Thompson working as a Geotechnical Engineering Technician. In 2002 he worked in Douglas County, Colorado as the Drainage, Erosion and Sediment Control (DESC) Administrator. During his three years on the regulatory side of the industry, he helped develop the now highly acclaimed Douglas County DESC program. After gaining valuable experience as a regulator, Josh went on to help Richmond American Homes develop their reputable stormwater compliance program as Divisional Director of Storm Water Compliance across the Colorado front Range. Founding CMS Environmental Solutions, LLC in the fall of 2007, he now directs one of the most reputable environmental compliance consulting firms and prides himself on bridging the gap between regulators and Business leaders. By customizing each Stormwater Management Plan (SWMP) to specific site conditions, creating an environment of clear communication and cooperative problem solving, and guiding project development along the road to compliance from project conception to stabilization, Josh Downey has developed the industry's most cost-effective stormwater management strategy.

Ethan D. Borg, MSc

As chief scientist of CMS Environmental Solutions, Ethan Borg oversees research & development, and has taken CMS to the next level of stormwater compliance management. Born and raised on the Front Range of Colorado, Ethan Borg is an ardent fly fisherman, mountain sportsman, and prides himself on providing his clientele with the industry’s most reliable service. After receiving a BA in Biology from the University of Denver, he completed his graduate degree in ecology from the University of Utrecht, the Netherlands, in the Institute of Ecosystem and Biodiversity. Ethan taught biology, chemistry, and ecology at Denver Academy where he helped to develop an international experiential learning program. In 2006 he worked as an environmental consultant for the world renowned conservation organization, Tropical Nature, where he developed several world class ecolodges in Brazil and Ecuador. Specializing in ecolodge project development and habitat restoration, Ethan gained vital experience in sustainable development practices and habitat stabilization techniques. As chief scientist of CMS Environmental Solutions, Ethan Borg oversees research & development, and has taken CMS to the next level of stormwater compliance management.
